The ten-yearly review of Bituruna’s City Plan included updating urban legislation, guided by the following key areas: institutional, environmental, socio-economic, socio-spatial, and infrastructure.

Through extensive technical analysis and public community events, the municipality's reality was characterized in an integrated manner, and a framework was established for planning sustainable municipal development in both urban and rural areas.

It included legal instruments such as the City Plan’s Law, the Land Use and Occupation Law, the Building Code, and the Road System Law. Finally, actions and priority investments were outlined for the effective implementation of the Plan.
