The ten-yearly review of Palmas’ City Plan was built through a highly participatory process, involving various social actors within the municipality's urban space, combining their contributions with technical analysis.

The development of the content and the debates were structured around the following themes: institutional, environmental, socio-economic, housing, accessibility, mobility, equipment, infrastructure, and services.

The proposals for municipal planning were based on the principles of sustainable urban development, respecting the diversity of perspectives on the municipal territory and seeking to integrate the desires and expectations of the different segments of society involved in the process. In conclusion, the principles, guidelines and key strategic proposals were incorporated into the urban legislation.
